Game Center is preinstalled on your iPhone since iOS 4.0 (it could be iOS 4.1 but I'm not sure).

It's basically an App, that collects rankings and achievements from games and other Apps from your iDevice. You can then invite friends, look at their stats and even challenge people in online multiplayer (Fleetmaster is a nice example, it's free and you can invite a friend for a ship battle match).
